No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 171 of the Transportation Code to grant authority to municipalities to create freight rail districts that would have the powers of rural rail transportation districts. The bill would include definitions related to freight rail districts; and world specify procedures for the creation and administration of the district; including financing, fees, and taxation authority. A district could not exercise the power of eminent domain.
The Texas Department of Transportation indicated no significant fiscal impact is anticipated.
