HB2582 by Harper-Brown (Relating to renewing charters for open-enrollment charter schools.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would provide for an open enrollment charter school's charter to renew automatically unless a campus operating under the charter had been assigned an unacceptable performance rating for three of the five preceding school years and the campus had not closed or the charter school had received a less than satisfactory financial accountability rating for three of the five preceding school years. 

The bill would require a hearing be held at a school facility before the commissioner could deny charter renewal at the end of the initial term.

The bill would provide for charter renewal terms of 20 years each after the initial renewal.

Based on the analysis of Texas Education Agency, the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
