LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

March 27, 2013

TO:
Honorable Joe Deshotel, Chair, House Committee on Land & Resource Management

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2623 by Oliveira (Relating to the authority of certain counties and the General Land Office to temporarily close a beach or a beach access point.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would restrict launches of space flights in certain counties, including the requirement that the date launch dates be approved by a county commissioners court which, in turn, would seek approval from the General Land Office. The bill would also authorize the commissioners court to temporarily close a beach in reasonable proximity to a launch site.

The bill would only apply to a county bordering the Gulf of Mexico in which the Federal Aviation Administration has approved a launch site for space flight activities.

The General Land Office reports that passage of the bill would not have a significant fiscal impact on the agency.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
