No significant fiscal implication to the State is anticipated.

The bill would amend the Insurance Code relating to health insurance coverage for services provided by chiropractic assistants.  The bill would prohibit a health insurance policy issuer from denying payment, reimbursement, or reimbursing at a lower rate a chiropractor who delegates to an assistant a task or procedure that is within the scope of the chiropractor's license.  The changes in law as a result of the bill would only apply to a health benefit plan that is delivered, issued for delivery, or renewed on or after the effective date of this Act.  The bill would take effect September 1, 2013.

Based on information provided by the Texas Department of Insurance, Board of Chiropractic Examiners, Texas A&M University System Administration, University of Texas System, and the Teacher Retirement System, it is assumed that any costs associated with implementing the provisions of the bill can be accomplished utilizing existing staff and resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
