LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 26, 2013

TO:
Honorable Wayne Smith, Chair, House Committee on Licensing & Administrative Procedures

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2693 by Sheets (Relating to voluntary registration and regulation of roofing contractors; providing criminal penalties; authorizing a fee.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Insurance Code relating to voluntary registration and regulation of roofing contractors and providing criminal penalties and authorizing a fee.  The bill would require the Texas Department of Insurance (TDI) to investigate complaints alleging violations of this chapter by a voluntary registrant.

Based on information provided by TDI, the bill could result in an increased number of complaints the agency would be required to investigate and the need for an additional 3.0 Full-time Equivalent positions to meet those needs; however, this analysis assumes that any costs associated with implementing the provisions of the bill could be accomplished by utilizing existing staff and resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
