No significant fiscal implication to the State is anticipated.

The bill would authorize a designated cultural and fine arts district to apply for incentives, funding, grants, and loans from state agencies, including the Department of Agriculture, Department of Transportation, and Office of the Governor.  A municipality or county would be authorized to apply for state incentives on behalf of the district if necessary to comply with federal eligibility requirements. The Commission on the Arts would be required to assist designated districts, municipalities and counties in applying for state incentives.

The Department of Agriculture, Department of Transportation, Office of the Governor and Commission on the Arts indicate that any costs associated with implementation of the bill could be absorbed within existing resources.


Local Government Impact

A designated district, or a municipality or county on behalf of a district, would be permitted to apply for state incentives, funding, grants, and loans from state agencies. There would be an indeterminate fiscal benefit to districts that would vary by locality depending on the type and amount of funds granted.
