No significant fiscal implication to the State is anticipated.

The bill would require the Department of Information Resources (DIR) to conduct a study to identify legacy systems currently maintained by state agencies other than institutions of higher education. The study would include: an inventory of the systems maintained by agencies; the annual cost and availability of resources to maintain the systems; security risks related to the systems; a cost estimate for updating the systems; and a plan for assessing and prioritizing projects to update or replace systems. The agencies would be required to provide information to DIR, upon DIR's request, related to the study. DIR would be authorized to contract with a vendor to conduct the study. DIR would submit the report to the Governor, Lieutenant Governor, Speaker of the House of Representatives and the House Technology Committee by October 1, 2014. Based on the analysis of several state agencies, it is anticipated that any costs associated with the implementation of the bill could be absorbed within existing resources.
