LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 8, 2013

TO:
Honorable Larry Phillips, Chair, House Committee on Transportation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2742 by Phillips (Relating to the operation of a golf cart or utility vehicle on a public highway.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Department of Transportation (TxDOT) to establish by rule procedures to issue license plates for golf carts to be used for operation on public highways. The bill would also authorize a commissioner's court of any county in Texas to allow the operation of a golf cart or utility vehicle on a public highway that is located in an unincorporated area of the county and has a speed limit of not more than 35 miles per hour.

Based on information provided by the Department of Motor Vehicles (DMV), it is assumed the provisions of the bill would increase the number of license plates issued to golf carts. The current fee for golf cart license plates is $6.  Based on the information and analysis provided by the DMV, it is assumed implementation of the bill would not result in a significant impact to state revenue and any additional costs or duties could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
