The bill would amend the Government Code to decrease the maximum fee that could be applied to original and renewal Concealed Handgun License (CHL) applications. The bill would decrease the maximum original CHL application fee from $140 to $95 and would cap the renewal CHL fee at $70, instead of being set based on the actual costs to renew the license.
The bill would take effect September 1, 2013.
The Comptroller estimates the bill would result in a loss of General Revenue Fund revenue of $1,346,000 in fiscal year 2014 and $1,722,000 in fiscal year 2015. The Comptroller's estimate is based on the 2014-15 Biennial Revenue Estimate and on the assumption that DPS would set the original and renewal CHL application fees at the highest rates allowed under the bill's provisions ($95 and $70, respectively). Information on concealed handgun licenses was provided by DPS.
It is assumed the costs associated with implementing the provisions of the bill could be absorbed within existing resources.
