FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 5, 2013

TO:
Honorable Jim Keffer, Chair, House Committee on Energy Resources

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2828 by Dale (Relating to the effect of rules and standards adopted by the Railroad Commission of Texas relating to the gas pipeline industry on ordinances, orders or rules adopted by political subdivisions.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would make Railroad Commission rules and standards preempt and supersede any other political subdivision ordinances, orders, or rules with regard to gas pipelines. The bill would allow political subdivisions to petition the Railroad Commission for more restrictive rules and standards.

The bill would take effect September 1, 2013.

The Railroad Commission does not expect passage of the bill to result in significant fiscal implications to the agency.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
