HB2838 by Smithee (Relating to the disclosure by health care practitioners and facilities of the price of certain health care services.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Insurance Code relating to the disclosure by health care practitioners and facilities of the price of certain health care services. The bill would require health care practitioners and facilities to disclose in writing the price of services covered by a health benefit plan at least 48 hours prior to providing the service; failure to do so would cause the provider to be prohibited from attempting to collect payment from the patient or furnish adverse information to a consumer reporting agency.
 
The bill would apply to a service provided to an enrollee by a health care practitioner or facility on or after January 1, 2014.
 
Based on information provided by the Texas Department of Insurance, Teacher Retirement System, and Texas A&M University System it is assumed that any costs associated with the implementation of this bill could be absorbed within existing staff and resources.

 

Based on information provided by the UT System Administration, the bill could result in increased administrative costs; however, this analysis assumes that any increases in costs could be absorbed within existing staff and resources.
