LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 15, 2013

TO:
Honorable Richard Peña Raymond, Chair, House Committee on Human Services

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2847 by White (Relating to the composition of the Texas Council on Purchasing from People with Disabilities and certain contract requirements for political subdivisions of this state.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Human Resources Code to alter the composition and selection of members of the Texas Council on Purchasing from People with Disabilities (council), and require that certain contracts between a political subdivision of the state, or an office or department of the political subdivision, and a private business not be superseded or canceled in favor of a nonprofit organization. The bill would not alter the term of a member currently serving on the council, or alter an existing contract as of the effective date of the bill.

The Office of the Governor, the Texas Facilities Commission, and the Department of Criminal Justice indicate the provisions of the bill could be implemented within existing resources.

This bill would take effect on September 1, 2013.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
