No significant fiscal implication to the State is anticipated.

The bill would eliminate provisions of Section 2157.068, Government Code which authorize the Department of Information Resources (DIR) to adopt rules regulating a purchase by a state agency for an information technology (IT) commodity item, including a rule requiring that a state agency receive an exemption from DIR or express prior approval from the Legislative Budget Board to purchase an IT commodity item outside of a contract developed by DIR. It is anticipated that any costs to implement the provisions of the bill could be absorbed within existing resources. DIR indicates that implementation of the bill could have a potential negative fiscal impact in which prices may increase for IT commodity items offered through DIR's cooperative contracts program as a result of the loss of a mandatory customer base of state agencies.
