LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 17, 2013

TO:
Honorable Joseph Pickett, Chair, House Committee on Homeland Security & Public Safety

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2883 by Muñoz, Jr. (Relating to the establishment of a regional center for public safety excellence in the Rio Grande Valley.), As Introduced

No significant fiscal implication to the State is anticipated.

The provisions of the bill require South Texas College to administer a regional center for public safety excellence in partnership with political subdivisions and participating school districts in the Rio Grande Valley to be located in the City of Pharr, TX. The regional center would be established to provide continuing education and training including education leading toward an associate of applied science degree and basic peace officer certification for law enforcement personnel.

The provisions of the bill would also authorize the Texas Commission of Law Enforcement Officer Standards and Education (TCLEOSE) to reimburse a political subdivision or state agency for expenses incurred in attendance by personnel of the entity at a training program offered by the regional center.

Based on information provided by TCLEOSE, it is assumed reimbursements would not be significant.

Local Government Impact

Based on information provided by South Texas College, it is anticipated that any additional costs to establish the regional center for public safety would be offset by additional tuition and fees and other sources of revenue.
