No significant fiscal implication to the State is anticipated.
The bill would amend the Local Government Code to authorize a commissioners court to establish reasonable fines and regulations related to lost, damaged, or overdue library property. A person who violates a regulation would be liable for a civil penalty of not more than $100. A county could bring suit in a district or county court to recover a civil penalty.
