LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 26, 2013

TO:
Honorable Jimmie Don Aycock, Chair, House Committee on Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2976 by Gonzalez, Naomi (Relating to parental involvement in certain procedures regarding a school campus receiving an unacceptable performance rating under certain circumstances.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the commissioner of education to repurpose, order alternative management, or close a campus that has received unacceptable performance ratings for two instead of three years after reconstitution.

The bill would require the commissioner of education to repurpose or order alternative management of a campus instead of ordering reconstitution if presented with a written petition signed by the parents of the majority of the students enrolled in the campus requesting one of these actions.

Based on the analysis of the Texas Education Agency (TEA), the bill would have no significant impact on agency operations. TEA would have to adopt rules to define the role of parents when they petitioned the commissioner to repurpose or order alternative management for a campus in place of reconstitution because of unacceptable performance.

Local Government Impact

There may be some administrative costs if a campus must be reconstituted, repurposed or implement alternative management.
