No significant fiscal implication to the State is anticipated.

The bill would change the current teacher appraisal process to a teacher evaluation framework adopted by the Commissioner of Education and based on objective measures of teaching performance. The framework would be required to incorporate teaching standards that articulate expected teacher knowledge, understanding, skill, and practice to ensure student achievement and growth; professional context data based on teaching and learning conditions at the school; multiple evaluation measures, including measures based on student achievement and growth, classroom observations, and professional development and growth; and expectations regarding use of evaluations to inform individualized professional development plans.

The bill would require the Commissioner of Education to review school district practice under the teacher evaluation framework and to consult teachers and other affected stakeholders to review and revise the framework at least every five years.

The Texas Education Agency indicates that any costs associated with implementing the provisions of the bill could be absorbed within existing resources.
