LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

May 2, 2013

TO:
Honorable Harold V. Dutton, Jr., Chair, House Committee on Urban Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3015 by Moody (relating to a recall election for officials of certain general-law municipalities. ), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would add Subchapter C to Chapter 21 of the Local Government Code to provide that a member of the governing body of a general-law municipality with a population of less than 5,000 located in a county that borders the United Mexican States and has a population of more than 800,000 may be removed from office through a recall election initiated by a petition, and would establish procedures for the recall election. Unless the member resigns, the governing body would be required to order a recall election on the first uniform date that occurs 78 days after the date of the order.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
