No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code to require the Water Development Board (WDB) to designate major and minor aquifers in the state. The bill would require groundwater conservation districts (GCDs) to include the desired future conditions of minor aquifers in regional groundwater plans. GCDs would be required to engage in a joint planning process if a minor aquifer overlaps the relevant districts. The Water Development Board indicates any duties associated with the bill could be absorbed within the agency's existing resources.
The bill would take effect September 1, 2013.
