TO: | Honorable Larry Phillips, Chair, House Committee on Transportation |
FROM: | Ursula Parks, Director, Legislative Budget Board |
IN RE: | HB3179 by Phillips (Relating to the licensing of minors to operate a motor vehicle.), As Introduced |
The bill would amend the Transportation Code to require the Department of Public Safety (DPS) to revoke the license of a person under 18 years of age who is enrolled at a public school, home school, or private school if a school administrator or law enforcement officer notifies the department that the person has been absent from school for at least 20 consecutive instructional days. The bill would require DPS to notify the person in writing of a truancy report made against the person.
It is assumed the costs of implementing the provisions of the bill could be absorbed within current appropriations. There may be an indeterminate increase in revenue as the result of the bill related to an increase in the number of persons who choose to reinstate a driver license at the end of the revocation period. The bill would take effect September 1, 2013.Source Agencies: | 405 Department of Public Safety
