LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 16, 2013

TO:
Honorable Harold V. Dutton, Jr., Chair, House Committee on Urban Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3194 by King, Tracy O. (Relating to the authority of certain municipalities to consolidate.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend Chapter 61 of the Local Government Code to establish requirements for the effect of consolidation of noncontiguous municipalities regarding determination of the principal and secondary municipality.

Local Government Impact

It is assumed that eligible municipalities would consolidate only if the governing bodies determined the benefits would outweigh any costs. If eligible municipalities were to choose to consolidate, there would be savings as resources and services are combined and some costs from changing administrative procedures, signage, letterhead, and other related identifying materials.
