Fiscal Analysis
The bill would amend the Government Code to authorize the Texas Historical Commission to create the Hispanic Heritage Center of Texas Grant Program. The Texas Historical Commission would administer the program and award grants to organizations that have committed resources to the Hispanic Heritage Center.
Methodology
It is assumed that the Legislature would provide funding for the Hispanic Heritage Center of Texas Grant Program totaling $250,000 per fiscal year out of the General Revenue Fund. It is also assumed that any costs to the Historical Commission associated with the bill could be absorbed within existing resources.
The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. Otherwise, the bill would take September 1, 2013.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
