HB3249 by Callegari (Relating to recycling, reclamation, handling, and/or treatment of oil and gas waste, water, and related materials and clarifying the Railroad Commission's jurisdiction.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Natural Resources Code, Section 91.101, increasing the Railroad Commission's authority under the Resource Conservation and Recovery Act. The bill would add recycling of oil and gas waste to the Railroad Commission's authority. The term "oil and gas waste" would be defined, and bonding requirements for recycling operations would also be defined.  The bill would take effect September 1, 2013.
Any costs to the Railroad Commission resulting from the bill's passage are expected to be absorbed using current resources.

No fiscal implication to units of local government is anticipated.
