No fiscal implication to the State is anticipated.
The bill would amend the Local Government Code to authorize a municipality or a county that collects fees, fines, court costs, or other charges to accept payment by debit card, and collect and retain a fee for processing the payment. Under current statute, a credit card may be accepted as payment and a processing fee is collected and retained.
Local Government Impact
There would be a positive fiscal impact to a municipality or a county that currently accepts electronic payments that could now accept payment by debit card and collect and retain a processing fee; however, the amounts would vary depending on current processes, the number of debit payments, and the amount of the processing fees collected. In addition, there could be costs incurred for system modifications associated with processing a debit card payment that may be offset by processing fees collected.
