LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

May 12, 2013

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3401 by Raymond (Relating to nutrition and wellness education for certain recipients of certain state benefits.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission (HHSC) to work with community-based organizations to encourage individuals receiving Medicaid, Supplemental Nutrition Assistance Program (SNAP), or Temporary Assistance to Needy Families (TANF) benefits to access online information and programs that provide nutrition and wellness education.  The bill would require HHSC to submit a report to the legislature regarding data on how many clients accessed the online information and any client feedback.

HHSC currently has a similar project under development for SNAP. Based on HHSC analysis, expanding the project to Medicaid and TANF recipients could be accomplished within existing agency resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
