No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 221 of the Human Resources Code relating to the development of best practices for early identification of juveniles who are victims of sex trafficking. The process would involve an evaluation and screening of procedures used by juvenile probation departments. It is assumed that implementing the provisions of the bill can be absorbed within the existing resources of the agency. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2013.
Local Government Impact
There may be some increased workload to local governments working with the Texas Juvenile Justice Department to complete the evaluation; however, it is assumed that fiscal impact, if any, would not be significant.
