HB3412 by Flynn (Relating to the qualifications for certain positions with the Department of Public Safety of the State of Texas.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Governemnt Code to replace the Texas Rangers' current highest and second highest rank titles with "Chief" and "Assistant Chief", respectively. The bill would stipulate an officer is eligible for appointment to the rank of Major of the Texas Rangers by the Director only if that officer has one year of supervisory experience as a Captain of the Texas Rangers.  The bill would authorize the Director to appoint a Lieutenant with at least two years supervisory experience as a commissioned member of the Texas Rangers to the rank of Major of the Texas Rangers, provided there are fewer than two qualified Captains for the Major position. It is assumed the costs of implementing the provisions of the bill could be absorbed within current appropriations.  The bill would take effect September 1, 2013.
