No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission (HHSC) to conduct a pilot program in which Supplemental Nutrition Assistance Program (SNAP) recipients receive additional benefits at the point of sale if they purchase a nutritious food item, and retailers are authorized to promote to recipients those items that are eligible for the additional benefit.  The bill would require the executive commissioner of HHSC to adopt rules to implement the pilot and define the foods that are eligible for the incentive in the pilot program.  The bill would require HHSC to submit a report regarding the pilot to the legislature by September 1 of each year.

Based on the analysis of HHSC, which assumes the additional benefits would be retailer coupons at the point of sale, duties and responsibilities associated with implementing the provisions of the bill, including applying for federal approval of a waiver, adopting new rules, and training staff and conducting retailer outreach, could be accomplished by utilizing existing resources.
