No fiscal implication to the State is anticipated.

Among other provisions, the bill would implement a recommendation from the report "Enhance State Participation in Municipal Water Conservation" in the Legislative Budget Board's Government Effectiveness and Efficiency Report, submitted to the Eighty-third Texas Legislature, 2013.

The bill would require that upon the declaration of a state of disaster in a county due to drought conditions, a person or entity shall implement their water conservation plan and drought contingency plan, as applicable. The Texas Water Development Board may notify the Texas Commission on Environmental Quality if an applicable person or entity violates this provision.
