LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 13, 2013

TO:
Honorable Allan Ritter, Chair, House Committee on Natural Resources

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3608 by Burnam (Relating to the evaluation by Texas Water Development Board of applications for financial assistance for certain retail public utilities.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Water Code to require a the Texas Water Development Board (TWDB) to evaluate whether the water conservation plan of certain retail public utilities applying for financial assistance comply with TWDB's best management practices for water conservation.  The TWDB would be required to provide each relevant applicant with evaluation results. Also, the TWDB would be required to provide the Legislature with a biennial report of the result of evaluations required under bill provisions.  The TWDB indicates bill provisions would not result in a fiscal implication to the agency.

The bill would take effect September 1, 2013.

Local Government Impact

No fiscal implication to units of local government is anticipated.
