HB3611 by Elkins (Relating to home-rule school district charters and to the applicability of certain laws and procedures to those districts.), As Introduced

No fiscal implication to the State is anticipated.

The bill would alter certain regulations for home-rule school districts relating to teacher hiring and salaries, class size limits, instructional practice, disciplinary management, and transfers.

The bill would allow a home-rule school district charter to be created or rescinded by a resolution of a majority of the board of trustees or by a vote of a majority of the qualified voters voting in such an election.


Local Government Impact

No significant fiscal implication to units of local government is anticipated. Administrative costs related to adopting and implementing a home-rule school district charter would be voluntary on the part of the board of trustees and/or the local electorate.

Based on the analysis of the Texas Education Agency, the removal of inter-district or inter-county transfers could affect students currently in attendance under one of these agreements, which could impact students who had been bullied or victimized.
