No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code relating to the functions of the Texas Commission on Fire Protection (TCFP).  The bill would administratively attach the Texas Commission on Fire Protection to the Texas Department of Insurance (TDI).  The bill would require TCFP and TDI to enter into a Memorandum of Understanding (MOU) to facilitate the timely implementation of the administrative attachment no later than October 1, 2013.  The bill would also require the MOU to address the powers, duties, obligations, rights, contracts, records, personnel, property, rules and unspent appropriations of the TCFP affected by the attachment to TDI.

It is assumed that implementing the provisions of the bill would result in a savings to the General Revenue Fund of $150,000 each fiscal year and that 3.0 Full-time Equivalent Positions would no longer be needed each fiscal year.  Based on information provided by TDI, it is assumed that all duties and responsibilities associated with implementing the provisions of the bill, including all administrative support and Data Center costs, could be accomplished utilizing existing resources.
