The bill would amend the Transportation Code to create a vehicle inspection public safety fee in the amount of $15 per vehicle inspection that would be deposited to the General Revenue Fund and deposited to the credit of the Department of Public Safety. The bill would take effect immediately upon a two-thirds vote of both chambers; otherwise the bill would take effect September 1, 2013.
The Comptroller estimates the bill would result in annual revenue gains to the General Revenue Fund as shown in the tables above.
The Comptroller's revenue estimate for the bill is based on forecasting the number of fiscal year 2012 motor vehicle inspections (18.4 million) using certain adjustments for estimated motor vehicle inspection fee revenue found in the Biennial Revenue Estimate.
