No fiscal implication to the State is anticipated.
The bill would amend the Water Code to provide that state policy regarding brackish groundwater include the production of freshwater through desalination and the production of water for use in hydraulic fracturing as a state goal. The Water Development Board and the Texas Commission on Environmental Quality indicate that bill provisions would not result in a fiscal implication to the agencies. The bill would take effect September 1, 2013.
