The bill would amend the Code of Criminal Procedure to specify that a parent or guardian has the privilege to not testify against their child in a criminal proceeding and amends the Civil Practice and Remedies Code to specify that a parent or guardian has the privilege to not testify against their child in certain civil proceedings. The bill would take effect September 1, 2013. The Office of Court Administration does not anticipate any significant fiscal impact to the court system resulting from the bill.
