No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 823 of the Health and Safety Code relating to the guidelines for animal shelters. Under the provisions of the bill, each animal shelter in the state shall consider establishing and maintaining a live release database and consider establishing and operating a foster program. The bill requires the Department of State Health Services (DSHS) to implement the provisions of the bill relating to the live release database no later than January 1, 2014. The other provisions of the bill would take effect on September 1, 2013. Based on the analysis provided by DSHS, it is assumed that the provisions of the bill can be implemented within existing resources.
