No significant fiscal implication to the State is anticipated.

The bill amends the Education Code relating to an intercollegiate athletics fee at Texas Southern University.  Under provisions of the bill, Texas Southern University would be authorized to continue to charge students an intercollegiate athletics fee up to $10.00 per semester credit hour after the fifth academic year in which the fee is first charged if reauthorized by a majority vote of the students of the university participating in a general student election. The provisions of the bill take effect September 1, 2014.

Under current law, Texas Southern University would not be authorized to charge this fee after fiscal year 2014 (the fifth academic year after the fee was first charged) unless certain conditions were met.  Texas Southern University estimates that if the fee was reauthorized, the fee would generate additional revenue in the amount of approximately $2.1 million to $2.3 million per fiscal year beginning in fiscal year 2015.
