The bill would establish a task force to study the referral and evaluation methods by which students are determined to be eligible for special education resources.
The task force would be required to submit a report to the governor, the lieutenant governor, and the speaker of the house of representatives of the findings, recommendations, and activities of the task force by September 1, 2015. The task force would be abolished on January 1, 2016.
Although the bill does not specify the members of the task force, for the purpose of this analysis, it is assumed that the Texas Education Agency (TEA) would provide the administrative support to the task force.
Based on the analysis of TEA, the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
