LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 14, 2013

TO:
Honorable Larry Phillips, Chair, House Committee on Transportation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3848 by Guillen (Relating to a study of certain roads to determine the optimal safe speed based on road conditions, types of traffic and accident history.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Department of Transportation (TxDOT) in conjunction with the Department of Public Safety (DPS) to conduct a study and issue a report regarding the degradation of roads due to increased oversize and overweight vehicle traffic in a county with a population of less than 7,500 adjacent to both a county with a population of 800 or less and to a county with a population of 10,100 or less.

It is assumed the study required by the bill would relate to La Salle County.  Based on the information provided by TxDOT and DPS, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
