LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 14, 2013

TO:
Honorable Jimmie Don Aycock, Chair, House Committee on Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3907 by Harper-Brown (Relating to consideration of certain graduates and dropouts in evaluation of school districts, campuses, and open-enrollment charter schools for accountability purposes.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would exclude a student who is reported as a dropout, reenrolls, and drops out again in computing dropout and completion rates. The bill would also specify that a student who graduates from a school district campus or open-enrollment charter school is considered a high school graduate of the campus or school regardless of whether the student graduates with the student's ninth grade cohort.

This analysis assumes that any additional costs associated with implementing the provisions of this bill could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
