HJR80 by Naishtat (Proposing a constitutional amendment relating to the authority of the governor to declare a moratorium on the execution of persons convicted of capital offenses.), As Introduced

No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $108,921.


This resolution would propose an amendment to Article IV of the Texas Constitution, to grant the Governor authority to issue an order prohibiting the Texas Department of Criminal Justice from performing executions on and after the effective date of the order and until the order is revoked.

 

The proposed constitutional amendment would be submitted to the voters at an election to be held November 5, 2013, and would be effective thereafter if approved.

No significant fiscal implication to units of local government is anticipated.
