No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $108,921.


The constitutional amendment would prohibit the state, an agency of the state, or a health care system (including a health insurer or health benefit plan) from: imposing a fine or penalty on an individual or their employer for direct payment for a health care service; prohibiting or imposing a fine or penalty on a health care provider for billing or accepting direct payment for a health care service; or requiring an individual, employer, or health care provider to participate in a health care system, or fining or penalizing them for failing to participate.
