No fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $108,921.


This resolution would propose an amendment to Article VIII, Section 1, of the Texas Constitution to authorize the Legislature, notwithstanding the requirements for equality, uniformity, and taxation in proportion to value in Article VIII , Section 1(a) and (b), by general law to limit the frequency with which an appraisal entity may reappraise a parcel of real property for property tax purposes.

Adoption of the proposed constitutional amendment would not, in and of itself, create a fiscal impact on units of local government or the state. Any fiscal impact would be attributable to the implementing legislation.
 
The proposed amendment would be submitted to voters at an election to be held November 5, 2013.
