LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

May 25, 2013

TO:
Honorable Joe Straus, Speaker of the House, House of Representatives

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HR2981 by Lavender (Suspending limitations on conference committee jurisdiction, S.B. No. 1017.)

The fiscal impact of allowing another state agency to operate travel information centers would vary depending upon the number of centers the agency operates and the method of financing used. If another state agency were to operate all 12 centers, the maximum cost would be $3.5 million.

The resolution would authorize the Texas Department of Transportation (TxDOT) to enter into an agreement with another state agency for the operation of a travel information center.

If a state agency other than TxDOT operates any of the 12 travel information centers, there would be a savings to the State Highway Fund and an equivalent cost to an alternative method of finance. The amount of this cost and savings cannot be estimated at this time due to a lack of information regarding which method of financing would be used in lieu of the State Highway Fund. The current cost to the State Highway Fund to operate all 12 travel information centers is $3.5 million.

Local Government Impact

No fiscal implication to units of local government is anticipated.
