HR3036 by Bonnen, Dennis (Suspending limitations on conference committee jurisdiction, H.B. No. 1675.)

No fiscal implication to the State is anticipated in the upcoming biennium.  However, there would be costs to the state in the 2016-17 biennium.

The bill would exceed the boundaries by requiring a full re-review of the Texas Railroad Commission (RRC) and re-establishing a sunset date for the RRC of September 1, 2017 with a requirement that the RRC pay the costs of the review.  The bill would also authorize the Sunset Advisory Commission to contract out for expertise as needed for the review.  In addition, the bill would also establish a sunset date for the Employees Retirement System of September 1, 2017.  Based on information provided by the Sunset Advisory Commission, it is assumed that these provisions would have a cost of $419,442 in fiscal year 2016 and $45,994 in fiscal year 2017.

 

The bill would also add a contingency provision for a limited scope review of the Department of Housing and Community Affairs (TDHCA) in fiscal year 2017 if TDHCA's Sunset bill is not enacted.  The bill would require the review to focus only on appropriateness of 2013 Sunset recommendations.  In addition, the bill would add a contingency provision for a review of the State Employee Charitable Campaign in 2025 if its Sunset bill is not enacted.  Based on information provided by the Sunset Advisory Commission, it is assumed that all duties and responsibilities necessary to implement these provisions of the bill could be absorbed within existing resources.
