LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

March 5, 2013

TO:
Honorable Kel Seliger, Chair, Senate Committee On Higher Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB31 by Zaffirini (Relating to formula funding for certain semester credit hours earned for dual course credit.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Section 61.059 of the Education Code by prohibiting the Texas Higher Education Coordinating Board from including semester credit hours in its instruction and operations formula recommendations for dual credit courses unless the those hours are earned through: 1) a course in the core curriculum; 2) a career and technical education course that applies to a certificate or associate's degree at the providing institution; and, 3) a foreign language course.

These provisions would not apply to courses completed by a student as part of the early college education program established under Section 29.908 of the Education Code.

The bill would incentivize institutions to provide only those dual credit courses applicable to a certificate or degree at the providing institution, or a foreign language course. As a result, this estimate assumes there would be no impact on the number of dual credit semester hours taken by students.

Based on the LBB's analysis of responses from each public university system and the Texas Higher Education Coordinating Board, duties and responsibilities associated with implementing the provisions of the bill could be accomplished within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
