No fiscal implication to the State is anticipated.

The bill would permit the transfer of a student from the school district of the student's residence to another district at any time during a school year. 
 
The bill would allow the receiving district to revoke a student's transfer to the school district at any time during the school year under certain conditions. In such cases, the receiving school district would be required to provide due process, according to commissioner rule, before revoking the transfer. The bill would require the receiving school district to refund a pro rata amount for any prepaid tuition if the transfer approval was revoked.

Based on the analysis of the Texas Education Agency (TEA), the bill has no direct fiscal implications for the Foundation School Program (FSP) or the operations of TEA.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
