No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code and the Health and Safety Code relating to the vaccination against bacterial meningitis of entering students at public and private or independent institutions of higher education. The bill amends the vaccination requirement of entering students younger than age 30 to entering students younger than age 22. The bill would take effect on October 1, 2013.
 
It is assumed that any additional costs to general academic institutions, technical colleges, or public state colleges could be absorbed through existing resources. It is assumed that increases in formula funding from a potential increase in enrollment at institutions of higher education would not be significant.

The Department of State Health Services (DSHS) provides adult safety net vaccines subject to appropriations. In fiscal years 2012 and 2013 DSHS provided the bacterial meningitis vaccine to students as needed utilizing one-time funding. It is assumed that with the lower threshold the majority of students would have other means of receiving the vaccination. If DSHS chose to provide the vaccination to students under the lower threshold, then it is assumed it can be absorbed within existing resources.

Local Government Impact

Based on responses from Kilgore College and Brazosport College, it is assumed that any additional costs to Public Community and Junior Colleges could be absorbed through existing resources.
