FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

May 20, 2013

TO:
Honorable David Dewhurst, Lieutenant Governor, Senate

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB66 by Nelson (Relating to the child fatality review team committee.), As Passed 2nd House

No significant fiscal implication to the State is anticipated.

The bill would amend the Family Code to expand the composition of the child fatality review team committee, change the terms of the members, add another recipient for the report the child fatality review committee compiles, and also addresses the contents of that report.

The bill would also create the Protect Our Kids Commission and require the appointment of members to the commission not later than December 31, 2013. Not later than December 1, 2015, the Protect Our Kids Commission is required to submit to the governor, lieutenant governor, and speaker of the house of representatives a report containing findings and recommendations regarding the relationship between child protective services and child welfare services and the rate of child abuse and neglect fatalities.

The enacting legislation would expire and the Protect Our Kids Commission would be abolished on December 13, 2015.

The bill would take effect September 1, 2013.

It is assumed that the Department of Family and Protective Services, the Department of State Health Services, the Office of the Governor could absorb any costs associated with the provisions of the bill.
