LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

May 2, 2013

TO:
Honorable Jimmie Don Aycock, Chair, House Committee on Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB119 by Rodríguez (Relating to the operation of special student recovery programs by certain school districts.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would direct the commissioner to require a school district meeting particular criteria to operate a special student recovery program for two or more years. The bill would direct the Texas Education Agency to conduct a public hearing in the community served by the affected school district prior to conclusion of a special student recovery program.  The Texas Education Agency indicates that El Paso ISD would be the only school district affected by the bill. The provisions of the bill would expire on September 1, 2018.

Local Government Impact

The Texas Education Agency indicates that the bill would apply only to El Paso ISD.  The bill would authorize the district to use funding provided through the Foundation School Program compensatory education allotment for costs associated with a special student recovery program.
